The check is skipped as the author of the pull request is not part of any team within Echoes configuration.

How to fix

This requires no action if the pull request author is an external contributors to an open source repository. External contributors don't have permission to label pull requests, and are therefore exempted from this check.

If however the author participates in a team which uses Echoes, update the team configuration and add them to the appropriate team. This will ensure that their pull requests are checked for labels and that their contributions are properly accounted for.
