This pull request adds support for configuring and querying the measurement rate for OWON XDM series digital multimeters (DMMs) in the SCPI hardware driver. The changes introduce a new configuration key, update the relevant device models, and implement the necessary protocol logic to set, get, and list supported measurement rates ("High", "Medium", "Low") for applicable measurement modes.
