Remove leftover CircleCI configuration

At some point in the past couple month, we disconnected this repository
from CircleCI, after fully switching over to the new Buildkite
infrastructure (see the `.buildkite/` folder).

This commit merely remove the leftover `.circleci/commit.yml` file,
which is no more than dead code at this point.
