well with git check-ignore CHANGELOG.md if it returns CHANGELOG.md it is ignored ... now we just have to see how simple git can do that

Can we create pull requests that have no diff and merge such? (on raw git via shell yes ... but forges do add restrictions

Yes, that's possible, at least in gitea and github. But this would require at least one empty commit.

@anbraten can we get this check in for now ... if we want to support an version where we dont commit the changelog we can work on that another time
