This PR is a hack to allow us to use new chains with the
wormCLI.The problem is that the CLI still depends on
sdk-v1(at least for Algorand stuff) and that has been deprecated, so we don't want to do additional releases of that.This PR includes private changes to
sdk-v1and requires building it locally and pointing the cli at that.
