refactor: move to pnpm

1. Moves repo to use PNPM
2. Adds some docs and links for pnpm to README.md
3. Updates GitHub Actions configs to use pnpm
4. Leveraging the.npmrc:engine-strict and package.json:engines configs we're locked down using npm by accident.
5. Misc fixed spelling mistakes and config tweaks
6. GH Actions use correct version of node.

I welcome more discussion here but I'm currently quite annoyed with npm bugs borking half my day. pnpm doesn't provide significant improvements over npm. Its differences are often subtle and unseen. But it should be more reliable, less buggy, and faster overall.
