chore: add docs issue type, remove security policy, allow blank issue

Description

This pull request updates the GitHub issue templates and configuration to streamline issue creation for contributors.

• New Documentation Template: A dedicated template (2-docs.yml) was added for reporting documentation issues.
• Bug Template Revision: The bug report template title in (1-issue.yml) was updated to use lowercase [bug]:.
• Enabled Blank Issues: Contributors can now open custom issues by setting blank_issues_enabled: true in config.yml.
