Based on xenia-project#8 style, extended for Windows ARM64, Linux ARM64, and macOS x86_64/ARM64.\n\nIncludes per-platform config dispatch, generated premake wiring, and required portability/source guards.\n\nKeeps Linux ARM64 NEON enabled (no NEON-disable workaround commit).
