Fix package version conflict - update Microsoft.OpenApi to v2.3.0#119

Updated Microsoft.OpenApi from v1.6.14 to v2.3.0 to resolve dependency conflict with Swashbuckle.AspNetCore v10.1.0 which requires Microsoft.OpenApi >= 2.3.0. This fixes the "Restore dependencies" failure in the CI/CD pipeline. Fixes: Package restore error during CI build Refs: Swashbuckle.AspNetCore v10 requires OpenAPI.NET v2.3+
