ENH: Fix Alluxio version compatibility issue and update to 2.9.5

What do these changes do?

This pull request updates the Alluxio version from 2.9.3 to 2.9.5 in the installation script. Fix:

Successfully installed coverage-7.6.10 cython-3.0.11 et-xmlfile-2.0.0 flaky-3.8.1 numexpr-2.10.2 numpy-2.2.1 openpyxl-3.1.5 pyftpdlib-2.0.1
Error: Alluxio requires Java 8 or Java 11, currently Java 17.0.13 found.
