[checkrange] CR actor and tests for mirror disks #4885

This is the 6 part of checkrange utility's code.
There are:

code for mirror checkrange actor
refactoring and new tests for mirror disks
uncommenting mirror tests for tests in volume_ut
small simplification of checkrange utility: client's parameter for choosing replicaCount was deleted - it's always all replicas since now. There wasn't such parameter for user, it was dummy parameter in utility.
