A run of the test.yaml workflow can now be triggered manually, optionally with a Google Test filter pattern and OS selection.

Allows, for example, to only run MaxTimeoutTest.* on MacOS.

Add the workflow_dispatch trigger to the test.yaml workflow. Includes an
input for an optional Google Test filter pattern.

@falbrechtskirchinger sounds good. How can we invoke workflow with specific tests? I saw GTEST_FILTER in the code. Can we specify somewhere in GitHub Actions Workflow UI?
