PR Summary
I discovered in #5404 that
nose's plugin system had an undeclared runtime dependency onsetuptools, which I'm compensenting for here. Meanwhile, setuptools 77.0.0 is yanked so I bumped our minimal build time requirement on it to 77.0.1, for the sake of consistency.PR Checklist
