Reverts #511
EDS with min 3 and max 3 replicas was scaled down to zero on multiple clusters. The EDS was created for storing internal or system indices. The main culprit was that the the STS replicas was set to 0 or null (don't have the actual STS manifest). The deployment was rolled back to restore the original state of the EDS.
