Update Doxygen to latest released version. This includes a fix to
STRIP_FROM_INC_PATHhandling which was impacting us. Getting a new docker image released for producing the 4.3 release docs would be nice.Zephyr PR "adopting" this new version: zephyrproject-rtos/zephyr#98082
