Add SOC level include file for RT1062 pinctrl implementation, which
defines all pin mux options.
This is an alternative to #132, which uses pinctrl groups defined at the board level, as opposed to pinctrl nodes defined at the SOC level. This will allow multiple DTS nodes to be defined with the same pinmux value but different pinctrl properties, enabling power states for pins.
