This adds the ARM specific headers so the hal also can be used when compiling for the ARM cores instead of the RISC-V cores.
Also adds the watchdog driver, so it can be used as a straightforward way to disable the watchdog on startup

The openisa hal watchdog driver provides a ready solution for the
watchdog disable on startup, so include it in the available drivers.

Add the device includes for the cortex m0plus and the m4 core of the
RV32M1.
