This commit updates the CI workflows to use the CI image v0.28.5, which adds Node.js runtime and the TF-M Python dependencies.

Proposed fix in zephyrproject-rtos/docker-image#272

I will tag a new Docker image release and update the Zephyr CI to use it ASAP.
