As mentioned in zowe-install-packaging#4523, can we change the target branch to docs-staging, and set the target for 3.4.0?

@MarkAckert I've rebased on docs-staging. That does miss out a couple of changes in ze-managing-profiles.md but hopefully those can get taken care of separately.
