Fix Vercel builds by reducing glibc requirement
Problem
PPX binary built on ubuntu-24.04 requires glibc 2.39, but Vercel (Amazon Linux 2023) only has glibc 2.34.
Solution
Build in Debian 11 container (glibc 2.31) instead of ubuntu-latest for broader compatibility.
