docs: add Phase 1 IMPLEMENTATION_STEPS mapping and update handoff/docs

Motivation

• Provide a single, reviewable implementation plan that maps Phase 1 roadmap deliverables to branch/stack names, owner agent types, and clear PR-scoped entry/done criteria to reduce onboarding friction and keep work scoped to mergeable PRs.
• Seed a prioritized, one-PR-per-step current work queue (auth/status → thesis layout → release/SEO+perf) and capture environment blockers so the next agent can continue immediately.

Description

• Added docs/IMPLEMENTATION_STEPS.md which maps each Phase 1 deliverable to branch/stack name, owner agent type, entry criteria, and done criteria, and seeds the requested three current steps in order.
• Updated docs/AGENT_HANDOFF.md, README.md, CHANGELOG.md, VERSION.md, and CLAUDE.md to reference the new implementation plan and record the implementation-planning baseline and date.
• Ensured the change is committed on the current branch and created a PR record summarizing deliverables and success metrics for agent orientation.

Testing

• Ran git diff --check with no reported issues and successfully committed the documentation changes.
• Pre-commit lint-staged tasks (Prettier formatting) executed as part of the commit and completed successfully.
• Repository baseline quality gates in this environment (root npm run test, npm run lint, npm run type-check, and npm run build) were previously verified green and remain the reference baseline for CI validation.
