Replace mutable uses: tag/branch pins with the immutable full-length commit SHA each ref currently resolves to, keeping the version as a trailing comment (e.g. actions/checkout@df4cb1c... # v6), across all .github/workflows and .github/actions files. First-party NVIDIA-NeMo/FW-CI-templates reusable-workflow calls were pinned to their current commit SHAs too. No versions were upgraded; already-SHA-pinned and local (./) refs were left unchanged.
