Description

Added a static counter prepended to the universe symbol ticker so lexicographic sort matches creation order, making universe selection order deterministic

It was tested using unit and regression tests.

Could you please confirm this is a tie-breaker?
For instance, if two universes are triggered at different times, it doesn't matter, it will assume the EndTime of the universe.
