[FLINK-39912][runtime] Change the annotation from 'RepeatTest' to 'Test' in ForwardEdgesAdapterTest to reduce the time cost

What is the purpose of the change

Replaced RepeatedTest with Test because it was taking too long in the CI process.

Brief change log

• Replaced RepeatedTest(10000) with Test to reduce unnecessary test repetition in CI
