Description of Change

The underlying use case of the Language datatype is to be able to use values from a database table as values in tile data and not have to ETL those data into controlled lists or concepts (and then keep them in sync). This work proposes the External Domain datatype (subject to naming change) to provide baseline functionality for that use case.
