Add 8 acceptance tests for the load_balancer_monitor_group resource covering lifecycle (create, update, import), member add/remove, monitor_id swap, and error cases (invalid/duplicate monitor IDs). Add load_balancer_monitor_group to the load-balancing CI test group and the ALL_SERVICES list in run-ci-tests.
