Summary

Closes Wave 12-G from `decocms/deco-start/MIGRATION_TOOLING_PLAN.md`.

Adds an `AGENTS.md` to this repo so contributors (human + agent) working in apps-start can find:

  • the three-layer architecture (framework / commerce / site)
  • the canonical migration policy rule + plan in `decocms/deco-start`
  • D1–D5 decisions as they constrain commerce code (especially D4: 3+ sites bar for promotion)
  • standard PR / CI / commit discipline

No code changes — pure documentation.
