chore: add free local portfolio improvement agent

Summary

• add a reusable read-only FTC portfolio audit agent and skill
• replace unsafe nightly Copilot auto-assignment with explicit one-issue review
• make queue discovery dry-run by default and cap creation at three triage issues
• add a free Windows Task Scheduler path that uses local compute and the GitHub API

Files changed

• .github/agents and .github/skills operating policy
• continuous-improvement issue template, labels, and manual workflows
• safe deterministic issue scanner and Windows task scripts

Testing performed

• node --check scripts/seed-continuous-improvement.mjs
• PowerShell AST parse for both local task scripts
• YAML parse for both workflows, the issue template, and labels
• skill quick_validate.py
• local dry run: 3 candidates, 0 GitHub issues created
• git diff --check

Risks

• GitHub-hosted workflows remain manually disabled during the billing hold
• the local scheduled task depends on the laptop being available and gh remaining authenticated
• no AI coding runs automatically; candidates require triage

Follow-up

• merge this PR, then repoint the scheduled task from the temporary worktree path to the canonical root script
• triage the existing continuous-improvement backlog before marking any issue agent-ready
• add PR-only main protection after direct-push status workflows are converted
