The only change suggested here is to link nuget packages with this CVE.

The nuget packages for SQLitePCLRaw.lib.e_sqlite3 contain native binaries for SQLite. The most recent versions of these packages (2.1.11) were built with SQLite 3.49.1, but this CVE was fixed in SQLite 3.50.2.
