This PR reverts #14214, which reverted the original changes in #14196.
This re-lands the support for Ubuntu 24.04 in the Kythe indexer by restoring the
infra/indexer/ubuntu-20-04.Dockerfileand `infra/indexer.The previous revert was a temporary measure, and this change is necessary to unblock the Ubuntu 24.04 migration efforts.
