OpenJPH is a widely used library that implements High-Throughput JPEG 2000. It is, for example, a dependency of the OpenEXR Library. It was suggested that OpenJPH, as building block of many other libraries, should be tested independently.

The primary maintainer of OpenJPH is @aous72.

To add to @palemieux request, I chair the OpenEXR technical steering committee and we've been getting a slew of fuzz reports from OpenJPH after adding it as an OpenEXR dependency. It's not entirely straightforward for us to delegate those fuzz reports to the OpenJPH maintainers, so it will help us tremendously for OpenJPH to have its own fuzz testing.
