Splits the single theme-color meta into two media-conditional variants (both pointing at the dark #0a0d11 ink background since foodbook ships only a dark theme; the future light theme will use the light variant naturally without a code change here). Adds msapplication-TileColor for Windows pinned-tile chrome - paprika so the brand peeks through even on Windows Start menu pins. Why both schemes get #0a0d11: foodbook is a dark-only site by ADR-0003; the explicit media split is to future-proof for any light/sepia mode that may ship.
