P2 Unverified snapshots become defaults

Appending version 75 immediately promotes these IDs to the provisioning defaults, but the structural tests do not exercise snapshot bootability or verify the expected tooling; run the existing sandbox uptime check before promoting them to avoid shipping unusable default sessions.
