Updating Base Image and Data Download URL for Improved Docker Operations

This Pull Request addresses two primary issues:

• The original base image was no longer available. I've updated it to use a current and available image.
• The previous data download URL was non-functional. I've replaced it with a working URL to ensure seamless data access.

With modification above, manifest issue with the Dockerfile may be solved.

Additionally, this version is more convenient for docker operations.

Please review the changes and let me know if there are any concerns or adjustments needed.
