Forked of #1301.
Preexisting excess diagnostics after emit errors have been moved to triaged, and some errors changed due to the fix to how emit resolver looks up resolved symbols (which no longer errors). Most of the missing diagnostics seemed to be morally duplicates of existing ones and therefore ok to be dropped.
