The limitation is true when SELinux is enabled in enforcing mode, but that's probably safe to assume to be true.
The limitation has been fixed upstream in container-selinux 2.248 (containers/container-selinux#463). So once RHEL 10 gets the upgrade (which has been requested), the limitation won't be there anymore.
