I noticed wallpaper changes in PaperWM looked rather abrupt. After digging into some of the GNOME background code I saw default GNOME behavior is to use ease out transitions over a 1 second duration.
This is an attempt to match that behavior - seems to working very well on my end when testing locally. Also helps fix a "soft incompatibility" with wallpaper slideshow transitions, as now transitions for backgrounds look more natural when they change.
I'm quite new to the GJS ecosystem, so please let me know if there is anything that needs adjusting.
I have also added the relevant code from #1146 so user picture options preference is respected.
