This PR introduces the latest phpstorm-stubs changes which among other things, improves reflection type-hinting.
(I don't know what's the usual flow for updating that, so my apologies if I'm "cutting the line" or "skipping protocol")
This now depends on JetBrains/phpstorm-stubs#1896, since the tests here happen to be the best way of ensuring the phpstorm-stubs are correct.
