Makes fred the default front end for: - the `yarn start` script - the `pr-test` workflow (used by the `pr-review-companion`) The existing `start` script is preserved as `start:legacy` for now, but will be removed soon. See: https://github.com/mdn/fred/

Added a dashed outline to the checked state of the question box so that color is not the only change (currently red/green change is not visible to 10% of the population)
