repository_dispatch from channel-versions now defaults to task_set=all (changelog, licenses, telemetry, warp_app_update) instead of changelog-only. manual workflow_dispatch still defaults to changelog for safe testing. Co-Authored-By: Oz <oz-agent@warp.dev>

Changes the
repository_dispatchdefault fortask_setfromchangelogtoall, so automated runs (triggered by channel-versions) run all four release tasks in order: warp_app_update, changelog, licenses, telemetry.This keeps task set ownership in the docs workflow rather than the channel-versions dispatch payload.
