This PR improves the issue templates and configuration file to enhance contribution experience and ensure comprehensive issue reporting.

bug_reporttemplate: Added new GitHub issue bug reporting form with improved descriptions, placeholders, and sections for logs and system details.feature_requesttemplate: Added new GitHub issue feature request with enhanced clarity, better descriptions and placeholders.
