Motivation
Currently, setting up a local development environment on Windows can be challenging due to Docker/WSL configuration and encoding issues.

docs/WINDOWS_DEVELOPMENT.md: A comprehensive step-by-step guide for Windows users covering:build.gradle: Added explicitUTF-8encoding forJavaCompileandScalaCompiletasks. This fixes theunmappable character for encoding windows-1252error encountered on Windows systems.Verification
