Purpose

Related to #1484, fixes one comment in it.
Customers are getting emails that the gpt-4o model version will be deprecated soon.
This PR updates it to the latest, which fortunately is in the same regions as the old version.
I tried to also update the model version for gpt-35-turbo but the availability is fairly different. I think it'll be easier to port to gpt-4o-mini, region-wise, so saving for a different PR.

To test this, I re-ran azd up with the new version and it went through successfully. App works correctly for both text and vision modes.

Does this introduce a breaking change?

When developers merge from main and run the server, azd up, or azd deploy, will this produce an error?
If you're not sure, try it out on an old environment.
