Port Python tests workflow to uv

Purpose

uv pip install is generally 10x faster than normal pip, so this should speed up our CI workflows.

Does this introduce a breaking change?

When developers merge from main and run the server, azd up, or azd deploy, will this produce an error?
If you're not sure, try it out on an old environment.

Oops, this PR had my precommit changes too. I'll update from main after merging that one.
