The focus of these changes is to update ownership of the messaging libraries as it has transitioned to the service teams.

Pull Request Overview
This PR updates the ownership of messaging libraries in the CODEOWNERS file to reflect the transition of these services to their respective service teams. The main focus is transferring ownership from the Azure SDK Java team to the individual service teams for Event Hubs, Schema Registry, and Service Bus libraries.
Key changes:
- Transfer Event Hubs and Schema Registry ownership from Azure SDK team to service team (@axisc @sjkwak @hmlam)
- Update Service Bus ownership to service team (@skarri-microsoft @EldertGrootenboer)
- Fix malformed comment blocks by adding missing ServiceLabel and ServiceOwners entries

Summary
The focus of these changes is to update ownership of the messaging libraries as it has transitioned to the service teams. I also fixed a couple of errors for malformed block scopes that I saw.
