Clean up TropiCata regional settings

Purpose of change

TropiCata's regional settings were mostly copied over from 0.G-ish vanilla for a VERY long time, and now I have the tools to clean them up. I'll also need them relatively functional for #83275 at some point, so I might as well clean them up separately first

Describe the solution

Most of this is cosmetic cleaning, but there's a few notable changes:

• I made rivers bigger by about 50%. This is not as drastic of a change as it sounds like, they're only mildly bigger
• I made the humidity slightly higher and the pressure slightly lower, to roughly match my geographical reference point
• Moved the coordinates of the geographical reference point to an actual city so I can reasonably easily find them in the future
• Thick forests should now properly generate new specials that have been added since TropiCata's regional settings were created
• Forests and thick forests have slightly lower noise thresholds, meaning they're mildly thicker
• Moved ocean generation to the north
• Added forest floor to thick forest terrain generation, made it 93% of it because thick rainforests
