Describe the solution

Adds four new items:

1. "military poncho," made to represent a lightweight 30D Ripstop Nylon poncho. Will spawn in military groups.
2. "heavy military poncho," made to represent 40D Ripstop Nylon poncho. Will spawn in military groups.
3. "military poncho liner," which can be attached to pockets in military/hub ponchos. Will spawn in military groups.
4. "Hub 01 MPET poncho liner," which is the same thing, but made of the oh-so-cool Metallized Polyethylene Terephthalate (AKA: emergency blanket). They'll sell it occasionally alongside armor inserts.
