13 march 2025 style guide updates

This work adds some new entries to the style guide. They are:

• grant names should be lower case
• referencing academic year when talking about pre- and post-16 education
• adding the special post-16 provider exception to the post-16 guidance
• using risk rating instead of RAG rating, unless actually using a red, amber, green system
• school is lowercase unless part of a specific school's name
• school census is lowercase

I'm going to say yes, we should write it in caps as it is on GOV.UK because this is the name of a specific type of teacher training. Similar principle to talking generally about ministers or specifically about the Minister for Housing.

So it becomes School Centred Initial Teacher Training (SCITT).
