Adds a Common Error Messages section to the Dynamo dictionary.

  • adds Common Error Messages section in the sidepanel, similar to existing site navigation
  • adds static HTML content containing troubleshooting information for the most common Dynamo error message
  • modifies webpack scrips to load static html files at dev/prod build
