Adds ADA Handle support to DRep selection in ChooseOtherDrepId.

• Accepts DRep ID or ADA handle input; resolves handles via https://api.handle.me/handles and validates with dRepToMaybeCredentialHex
• Displays specific, localized helper errors (handleNoDrep, adaHandleNotFound, handleLookupFailed, invalidFormat) via new i18n strings and updates useStrings
• UI tweaks: improved input handling, trimmed validation, cleaner button enable/disable, minor JSX cleanup
